Expertise

Aaron’s practice is focused on the areas of infrastructure, procurement, PPP and project finance.  Aaron heads the Procurement and Transport Groups in Arthur Cox.  He has been centrally involved in key infrastructure projects in Ireland for a number of years particularly in the areas of health, education, transport and energy.  Aaron has extensive commercial experience advising on a range of contracts and sectors including PPP, concession, managed service, framework, logistics and ICT.

As part of Aaron’s procurement practice, he advises on the defence to procurement challenges and also promotes the rights of bidders.  Aaron has been involved in the majority of the procurement challenges brought in Ireland over recent years.

  • BAM PPP/PGGM on the Courts Bundle PPP project.
  • BAM PPP/PGGM on Schools Bundle 4.
  • The funders on the N17/N18 Roads PPP.
  • Covanta on the Dublin Waste to Energy PPP.
  • Celtic Roads Group on commercial and financing aspects of its M1, M7 and N25 Roads PPP concessions.
  • Irish Rail in relation to its innovative service concession agreement with Orient Express for service in Ireland.
  • The Health Service Executive on public procurement matters generally (including the area of consumables, construction, ICT and services).
  • The Health Service Executive on its successful defence of procurement challenges brought by Fresenius and Baxter Healthcare on the provision of renal services.
  • Applegreen plc and Tedcastles Oil Products in relation to its procurement challenge to the award of the Tranche 2 Motorway Service Areas PPP.
  • Bam PPP in relation to its procurement challenge to the award of the Grangegorman PPP Project.
  • The National Paediatric Hospital Development Board on the procurement of a design team for the new children’s hospital.
  • Coillte in relation to the procurement of a number of windfarms.
  • Oweninny Power Limited (an ESB/Bord na Mona joint venture) in relation to the Oweninny Windfarm project.
  • Bord na Mona in relation to the procurement of Smokeless Fuel Manufacturing facility.
  • Trinity College Dublin on the procurement of its Business School, student accommodation and Book of Kells exhibition space.
  • daa plc on its runway project.
  • Preparing template tender documents for RTE (the State broadcaster) for use on all service and supply procurements.
  • An infrastructure fund in relation to the acquisition of a nursing care portfolio.
  • An infrastructure fund in relation to the development of primary care healthcare facilities.
  • Dutch Infrastructure Fund on its acquisition of interests in Eastlink, M4 PPP and M50 PPP.
  • NTR on its secondary market sale of its shareholding on PPP Co on the M1 PPP Project and O&M Co on the M7 and N25  PPP Project.
  • GlobalVia on its M50 and N6 PPP Roads Concessions.
  • Applus Car Testing Services Limited on the €400m National Car Testing services concession.
