Jeanie is a Senior Associate in the Environment & Planning team.  Jeanie advises a variety of public and private sector clients in respect of both contentious and non-contentious planning and environmental matters across a wide range of sectors including renewable energy, utilities, telecoms, housing, natural resources, forestry, food and agriculture. 

Jeanie joined the Environment & Planning Group on qualification, having trained with Arthur Cox.  She has experience advising clients at all stages of major infrastructure projects including oral hearing experience and commercial litigation experience, particularly in the areas of planning and environmental judicial reviews and injunctions and climate litigation.

She has played a key role in advising on some of the largest and most important projects in the country including: advising Irish Water on one of its most significant infrastructure developments, Arklow Waste Water Treatment Plant Project; advising National Broadband Ireland on the rollout of Ireland’s National Broadband Plan, which has been designed to deliver access to high-speed broadband to businesses, schools and 540,000 homes across Ireland; and advising Glanbia on the consenting of its €140 million cheese factory in Co. Kilkenny, which included on its successful defence of a judicial review challenge in the Supreme Court.

Relevant Experience

  • Advising Diageo on the consenting of its new €200 million brewery, which will be Ireland’s first purpose-built carbon neutral brewery.
  • Advising DAA on all planning and environmental aspects of potential and future large-scale infrastructure projects at Dublin Airport.
  • Advising the US Government on the planning and environmental aspects of the development of its proposed new embassy in Dublin.
  • Advising Irish Cement Limited (“ICL”) on all preparations for and representing ICL at one of two of the only ever Environmental Protection Agency oral hearings, and the first one to be held in 13 years.
  • Advising Energia on all planning and environmental aspects of consenting its proposed 120MW Seven Hills Wind Farm.
  • Advising Covanta on an ongoing basis in relation to environmental and planning compliance at its €525M Dublin Waste to Energy facility at Poolbeg, and advising on its SID application for an increase in annual waste tonnage and on the required IEL application.
  • Advising Coillte Teoranta on all consenting, licensing and landuse matters for its forestry activities (including afforestation) throughout Ireland, including on legislative amendments to ‘unlock’ the logjam in the forestry consenting regime, which were successfully brought into law.
  • Advising ESBN on the planning and environmental aspects of the development of the North-South 400kV Interconnection Development, a 34 km project consisting of 104 new electricity pylons and a major new substation connecting the electricity grids of Northern Ireland and the Republic of Ireland.
  • Advising Hines on the defence of three judicial review challenges in respect of its Strategic Housing Developments, two of which have been the subject of references to the Court of Justice of the European Union, including the first Irish reference in relation to SEA.
