Outsourcing in the public sector in Ireland is not a topic which has historically attracted much in the way of public attention, analysis or publicity outside of academic circles. In truth, there has not been much to discuss, analyse or publicise. However, given the current economic crisis and against the backdrop of recent policy decisions in the area it is timely to survey the state of outsourcing as a component of public sector delivery of public services and its likely future development. As to whether the author reads the tea leaves correctly only time will tell. The author is a technology and outsourcing lawyer with an interest in the topic.
