Expertise

Jenny is a PPP/PFI specialist and has extensive experience in Ireland and the UK on a significant number of PPP projects.  Jenny has acted for the National Development Finance Agency, the Office of Public Works, the National Roads Authority, National Health Service Trusts, UK Central Government, funders and private sector consortia at all stages in the procurement process.  She has particular experience in PPPs in the health, education, accommodation, waste and roads sectors in both Ireland and the UK. Jenny is lead legal adviser to the NDFA on its Third Level PPP Programme and to arc21 on its residual waste treatment project.  Jenny has lectured on PPP and procurement at Trinity College Dublin in Diploma in Construction Law and Contract Administration and at the Law Society of Ireland in Diploma in Commercial Property.

Experience

  • Advising the NDFA in relation to all aspects of the procurement of the Third Level Education PPP Programme
  • Advising arc21 as awarding authority (governed by a collective agreement between 11 local authorities and the first of its kind in the UK) in relation to PPP procurement process for  residual waste treatment facilities in Northern Ireland, including an Energy from Waste Facility and 2 Mechanical and Biological Treatment Facilities.  This is the first procurement of an Energy from Waste Facility in Northern Ireland and the largest PPP undertaken in Northern Ireland
  • Advising Southern Waste Management Partnership (“SWaMP”) as awarding authority relating to PPP procurement for waste infrastructure project
  • Advising DAA in relation to the procurement of operating contracts for Terminal 2
  • Advising National Oil Reserves Agency (NORA) on procurement of oil storage and associated facilities in Ireland
  • Advising the GASTA Roads Consortium on its tenders for the second roads PPP Programme
  • Advised the NDFA in relation to the procurement of the National Concert Hall Project
  • Advised the OPW in relation to the Decentralisation programme
  • Advised the NRA on first PPP programme, on procurement for the first availability PPP roads project in Ireland
  • Advised OPW on all aspects of its procurement of the award winning National Conference Centre
  • Advised the preferred bidder in relation to the St James’s Co-Located private hospital
  • Advised consortium bidding for Schools Bundle One PPP Project
