Expertise
Garrett is a partner in the firm’s Energy & Projects Group with a broad project finance, energy and projects practice with a particular focus on the development and financing of renewables. Garrett places a strong emphasis on project delivery and in devising practical and innovative solutions to complex financing and contractual issues. He advises on all aspects of project development and finance and has extensive international experience across multiple sectors including conventional and renewable energy generation, corporate banking, PPP, infrastructure, emissions and energy trading. Garrett is a founder member of the Green IFSC project and is working on an increasingly diverse and innovative range of transactions incorporating carbon finance including fund development, project origination and acquisitions, structured finance transactions in the international carbon markets and the development of wind, solar and biomass projects in Ireland, the UK and Europe.
Prior to joining Arthur Cox Garrett worked in London for international law firms which included extended industry secondments to a global project finance bank and American Electric Power, Inc.
Experience
Representative experience includes:
- Infrastructure and Energy Project Finance for borrowers and lenders, including in excess of €240 million of windfarm financings; the €100 million Motorway Services Area PPP, the €600 million East-West Interconnector Project; €400 million Dublin Waste to Energy Project; the £400 million Enniskillen PFI Hospital Project; the €100 million Cork School of Music PPP Project and the €100 million M7/M8 Motorway PPP Project.
- Major Power Projects, including the 445MW CCGT Whitegate Power Project (Ireland); the €400 million Dublin Waste to Energy PPP Project (Ireland); the 3,000MW Narva Power Plant (Estonia); the 400MW South Coast Power IPP (UK); 4,400MW Bełchatów Power Plant (Poland) and multiple renewable energy projects (including biomass, wind, CHP and hydro).
- Extensive wind sector experience having advised on the financing of multiple wind and other renewable projects in Ireland.
- Advising Real Estate Opportunities on the first ever commercial mortgage backed securitisation of Irish properties.
- Advising the Railway Procurement Agency on the privately-funded extension of LUAS Line A1.
- Advising American Electric Power with the development of its European energy trading platform; the development, financing and subsequent sale of the 400MW South Coast Power Project ; and the disposal of the 4000MW Fiddler’s Ferry and Ferrybridge power plants.
- Advising a (one of two shortlisted) bidder on the Dublin Metro North PPP Project.
