Welcome to our Winter 2006 edition of “On Track”. In this edition, we consider recent developments in the energy sector; the Government consultation process on regulatory appeals which is particularly relevant to participants in the energy, communications and transport sectors; the new health and safety regulations for construction work; as well as recent developments in environment and planning law, including European amendments to Ireland’s second national allocation plan for greenhouse gas emissions trading, the first significant prison sentence being imposed for illegal dumping of waste, and the ongoing controversy surrounding the Nitrates Directive.
